TERMS OF REFERENCE FOR UNDERTAKING LABOUR MARKET SURVEY FOR WORK AND RESPECT PROJECT

1. INTRODUCTION
The 3-year Work & Respect Project Goal which is, “improved sustainable livelihood opportunities for youth with disabilities through inclusive technical training and transitioning to employment” will be implemented from January 2021 to December 2023 in Kenya, Ethiopia and Rwanda. Depending on specific country needs, the 4 strategic partner organizations in Kenya, Ethiopia and Rwanda will be implementing varied activities / interventions within the Project to ensure that there is employability skills acquisition and transitioning to inclusive workplaces in the labour markethas taken place. The Work & Respect Project will work on establishing a long-term system that will provide access to employment market. This will be achieved by ensuring access for youth with disabilities to technical market driven skills that will support them in transiting to formal or non-formal employment in inclusive workplaces. It is a multi-stakeholder project that will mainstream disability and work with youth, parents, training institutions, teachers, employers, DPOs, local master craftsmen, government officials, community members and decision makers’/policy makers & implementers. The Project will also ensure that at the end, at least 600 youth with disabilities across the 3 countries (200 youth with disabilities per country) will access competency-based market driven technical skills and transit to employment (formal/self-employment) in inclusive workplaces. The Work & Respect Project aims to achieve 4 outcomes related to the aspects of training, employment, advocacy and learning. The outcomes of the Project are as follows:

  • Enhanced technical market driven employability skills for more than 600 youth with disabilities transiting to formal and self-employment
  • Increased inclusive formal and self-employment opportunities for at least 600 youth with disabilities by 2023.
  • Strengthened advocacy & lobby mechanisms influencing government training and employment policies for persons with disabilities.
  • Strengthened learning, sharing and knowledge management through effective regional coordination mechanism.

The primary focus of the Work and Respect project intervention will revolve around pathways to employment (informal or formal). The consortium recognizes, employment is a complex equation, where demand-driven technical training /skills is an important element, but job creation is also key, as does the government and direct involvement of the private sector in employment creation.
Understanding the labor market and business opportunities is vital for a demand driven Technical and Vocational Training system. Therefore, a comprehensive labor market survey will form the basis for different technical and vocational training interventions and facilitate understanding of important elements of this system from the skill areas with market demand to the types of jobs and employment opportunities available. Therefore, Cheshire Disability Services Kenya (CDSK), in close collaboration with Cheshire Ethiopia and National Union of Disability Organizations in Rwanda) and 1 technical partner in Ethiopia (Ethiopian Centre for Disability and Development) and the Liliane Foundation as a technical resource partner intends to engage consulting firms, research institutes and individual consultants with significant relevant experience and skills to undertake this survey. The result of the survey is expected to become a basis for development of relevant provision of marked-demanded skills training and job creation within the labor market.

2. OBJECTIVES OF THE SURVEY

  1. Identify sectors with unmet demand for skilled labour and businesses or services that are sources for employment and entrepreneurship to provide an overview of current labour market trends and snapshots of businesses’ opinion on training and strategic skill needs as well as an overall assessment of economic, social, and technical drivers of market growth.
  2. Assessment of the labour supply (age range, employment status, levels of education and training, willingness to undertake additional training and education, ability to compete in the market) through participatory consultations with primary actors resulting in a labour supply profile
  3. An assessment of immediate priority skills needs in the priority economic sectors categorized into skill types and levels
  4. To identify what type of jobs are available in the market that can be filled by the Work and Respect graduates, with a special focus on highly demanded skills.
  5. Analyse gaps in the demand and supply of technical and vocational skills and services required by public and private sector employers
  6. Quantify employment potential in identified sectors
  7. Profile the training required to meet current and future local labor market demands, with a focus on employment potential for youth with disabilities

3. SCOPE OF WORK
The consultant will:

  1. Find out the most employable skills training courses that can be offered in Work and Respect Project
  2. Find out skill gaps in the market; this should be classified into:
    • Specific type of jobs available and locations
    • Level of skill required, including attention to aspects of gender and location
  3. Identify challenges faced by TVET graduates in getting employment, especially females, and provide relevant recommendations and ways of creating decent work for females.
  4. Visit and hold discussions with private employers to find out their attitude towards provision of internships, and identify ways to create stronger linkages with Work and Respect
  5. Advice on innovative businesses, job opportunities that are in high demand.

4. METHODOLOGY:
The consultant/consulting firm is expected to come up with the best approaches for undertaking this labour market survey. However, the following guiding principlesshould be taken into consideration:

  1. Desk review of secondary data including project documents, project proposal, Labour Market Survey report; Interim reports, quarterly monitoring reports, Cheshire Disability Employable II Project Evaluation Report and other, assessments, evaluations and previous labor market surveys
  2. Interviews with private sector employers, previous graduates, TVET Colleges, relevant government ministries and industries.
  3. Extensive mapping of labor market needs through primary data collection.
  4. iDirectly interviews with key staff undertaking the project.
  5. Interview with previous a sample of the previous beneficiaries to explore what trainings worked and what did not yield employment to avoid those that did not work well.
  6. Any other methods applicable.

Data Analysis: Data gathered using various methods and tools will to be collated, analyzed and interpreted systematically. Quantitative data will be analyzed using SSPS or other statistical data analysis programs available that can help generate the required information. Qualitative data will be analyzed for key themes and used to supplement quantitative data
organized into themes. Both qualitative and quantitative data should be used to find out the current trending market gaps employable skills
Key Deliverables:

  1. Inception report: detailing the methodology including the main research methods, the sampling framework, proposed sources of data, procedures for data collection and analysis, and a draft but detailed table of contents. The proposed research tools will be discussed and approved by Cheshire Disability Services Kenya Program Team before data collection commences.
  2. Revised first Draft Final Report, incorporating suggestions and recommendations from the reference group. A second round of revision may be required before the final version of the Final Report can be produced,
  3. A final report (one electronic copy in PDF Format and one in DOC format)
  4. An electronic copy of all data collection tools and the labor market study data set.
  5. A final presentation of the overall findings to the stakeholders for validation.

DURATION OF THE ASSIGNMENT: The Market Survey will take a maximum of 25 consultancy days.

5. QUALIFICATIONS AND EXPERTISE REQUIRED

  1. Post-graduate degree in Social Sciences, Business, Economics, Statistics or related field.
  2. Minimum of 5 years’ relevant professional experience in working in disability mainstreaming.
  3. Minimum of 5 years’ relevant professional experience in research and labor market studies.
  4. Strong background and experience in data collection and analysis.
  5. Technical expertise in assessing issues of labor market demand and supply in Kenya and the ability to draw strong and valid conclusions.
  6. Strong knowledge of TVET programs is essential.
  7. Excellent communication and report writing skills.

  1. A technical proposal with detailed response to the TOR, with specific focus on the scope of work, methodology to be used and key selection criteria for respondents.

  4. Company profile or CV including a minimum of 3 references (clients) and 2 samples of similar work recently done
